Public Hearing was opened by M. Masinda at 7:43.

ZBA2011-12 Application Special Exception for small batch Artisan Hot Sauce Production at 156 River Road (Map 15 Lot 27A Zone R80) Owner: Tom Buccino Applicant: Douglas Crane (Received Sept.8, 2011 Public Hearing Oct 13, 2011 Decision within 65 days after close of P.H.)

Douglas Crane was present to speak about his Small batch Artisan Hot Sauce Production business.
He stated that he was an Artisan Hot Sauce maker in Connecticut and would like to build a kitchen facility in the Mill Works. He is having discussion with Eastern Highland Health Department.
Mr. Buccino stated that EHHD has concerns about the process and the septic capacity to handle the process at this point with respect to EHHD the question have not been resolved, further discussion is required.
D. Crane stated that EHHD has classified what I would like to do as a high usage of water similar to a restaurant. I do not feel that is accurate. My average production day would use about 40 gallons of water that would include wear washing, cleaning product, hand washing and cleaning floors. D. Crane would like to know how the Board Members feel about this type of operation being in the building. It is a slight departure from what is in the building now but it is a creative use.
R. Maloney stated that the difficulty that he is facing is the classification as a change of use by EHHD.
The Board Members suggested that they continue to work with EHHD to get the issue resolved.
B.  Semprebon stated that the recommendation to get an engineer should be conceder.    
Public Hearing was continued to November 10, 2011 a 30 day extension was requested by the applicant and granted by the Zoning Board of Appeals Commission.

R. Maloney motion to grant a 30 day extension to the applicant.  J. Prusak seconded the motion.  All voted in favor.

ZBA2011-11 Application for 31’ front yard variance to replace existing porch with larger porch at 156 Old Farms Road (Map 17 Lot 30 Zone R80) Owner/Applicant: Debra Grover (Received Sept 8,2011 Public Hearing October 13, 2011 Decision within 65 days after close of P.H.)
Applicant not present Public Hearing continued to November 10, 2011.
R. Maloney motion to continue the Public Hearing J.  Prusak seconded the motion. All voted in favor.

ZBA2011-14 Application Special Exception for Fine Arts Painting Studio & Office at
156 River Road (Map 15 Lot 27A Zone R80) Owner: Thomas Buccino Applicant: Jack Broderick (Received Sept 14, 2011 Public Hearing Oct 13, 2011 Decision within 65 days after close of P.H.)
Mr. Broderick introduced himself to the Board Members. He stated that he lives in town and has been painting professionally for 20 years. He would like to have a studio for painting and tutoring students. He stated that he paints in oil. He will not have any employee.   One parking space assigned to tenant. Public Hearing closed.

M. Masinda opened the regular meeting.
